BUFFALO, N.Y. - $3.1 million are spent each year to operate the Buffalo common council. Despite that figure, a former chief of staff for the council says taxpayers are not getting much for the money.

Paul Wolf reviewed council activities and said the biggest concern of council members is getting the most block grant money.
